You don't necessarily have to send a business plan... but you have less chance of getting someone to lend you money if you have no business plan. You have to convince potential investors that they will not be wasting their money.

You will just have to wait until an investor who likes your details decides to contact you. We will keep sending your details to potential investors but we cannot guarantee if or when someone will contact you. If you have a clear and transparent business plan, you are more likely to get an investor. If your business plan dies not look serious then you are not likely to get an investor.
Also, if an investor contacts us looking for someone who matches your profile we may put you in touch with them.
